A collision deductible waiver is not offered in all states, and in some states only applies if you also have the extra uninsured motorist coverage. Essentially what a collision deductible waiver does is pay for your collision coverage deductible in the event of a not-at-fault accident involving an un-insured or hit-and-run driver.
If you can get a Waiver of Collision Deductible option it’s a smart move, as only a few extra dollars would eliminate the collision deductible in these scenarios.
Contact your insurance company and ask them if you have this option, and if so, how and when the extra coverage would apply.

I’ve never been offered a waiver of collision, or deductible or whatever it’s called. If it didn’t cost too much I would definitely go for that.
